Now just plain `--release` will build the release just for the native cpu arch and os.
Adding `-Dall_targets` will build all targets in the known good list.

The native backends for zig are still very slow. Enable llvm by default so debug
builds are generally useable. For quick builds, explicitly disable llvm with
`-Duse_llvm=false`.

remove direct2d dependency and update zigwin32
...
Since we removed the direct2d renderer we no longer need to reference
the direct2d-zig repository. Instead we now directly reference the
zigwin32 repository. I've also updated that repository with a few fixes
and additions which allowed us to remove some code from flow.
